LinkedIn is a great tool; I used it to find my current job and I've helped several other connections find positions using LinkedIn.
I don't get any marketing emails and it's pretty easy to control what kinds of email updates you get. I've never minded being contacted by recruiters and I always respond thanking them for reaching out. You never know when you may need a good recruiter. :)
I'm open for PMs as well.
Perhaps you misunderstood. Insofar as spam is concerned, I get limited spam and connection requests from people I don't know. I do have many connections, most are people I have directly worked with.
My take on LinkedIn is, for the most part, if you can't pick up the phone and call someone you're interested in linking with, you probably shouldn't ask. There are lots of people I've met once or twice, or know vaguely through someone else that I do not link.
I use LinkedIn to reconnect with people I worked with years ago but lost contact with or to extend the contact radius (i.e., make a connection with friends of friends). It's set up so I rarely get spam. As brutal and JoeT said, keep it professional, don't make it Facebook.
I got a year contract off of LinkedIN. I get no spam at all from fake recruiters.
