JeffCo bomb squad apparently needs a bit more training, so I guess this was a timely exercise for them. They sent the robot in with explosives to blow the bag...that failed. So the tech in the bomb suit had to go in and blow up the bag and the dud robot bomb.
They need to spend some time with Dallas PD. ;)
