Eh sometimes, but not the majority of the time. That kind thing is not all that far from the liberals "They're only bad because someone made them bad" platform. Some people just suck, and their parents have nothing significant to do with it beyond contributing genetic code. Absent evidence, I'm more in the "each person is responsible for their own decisions" camp, although more correctly, I'm in a "I wish we did more about mental illness research/diagnosis/segregation" camp, and I absolutely agree that "disphoria" is a serious mental illness with lots of co-occuring issues including increased suicide risk. Oh Gawww, that's HORRIBLE. I really think my 8 year old is clinically depressed, I've been telling him if he gets urges that are very suicidal it's totally normal and he should embrace it and be proud of it, I really hope he's depressed. Otherwise I'll have a energetic boy in the house right?

What is the DOC to do LEGALLY?
I would think putting an 18 year old girl, regardless of her self perceived gender, into a men's prison would be at the very least, dangerous.
They would open themselves up to a lawsuit when violence happens.
And what precedent would it set for future cases?
A man facing time in a federal maximum security institution could claim he's a lady inside and be sent to a women's prison.

If you want the boring truth, it's a no win answer that will most likely defer to the women's system. No matter what, the subject is likely going to claim some great atrocity has been committed upon his/her rights, and either way, our system may as well have the consistency of swiss cheese for enabling that. I think it's a reasonable assumption that they defer to putting him/her into a womans prison unless him/her demands to be put into the mens, which could constitute "waiver". You may be incorrect here. Minors don't need to get their parents permission to be prescribed hormones, or even to have their breasts removed.
