Try the "Salonpas" patches. I've seen em at Walmart.
Though if (red?) Tiger Balm isn't doing anything for you... Are you massaging it in?
There is something else you could use, but you would need a medical card.

Tiger Balm doesn't require a lot of "gooping" it on. You have to massage it in. On an injured area, it takes a lot of discipline to do it on yourself. Best to borrow someone sadistic, have them massage pretty deep (I would say as much pain as you can handle, but don't stop there.), grab something to squeeze or bite down on something. Usually healing an injury is more painful than the injury itself. If you need some help, PM me. I'm located in Thornton. I'm not an "expert" but I've had a lot of experience with these kinds of injuries (had em myself and encounter them pretty regularly in kung fu) and I can offer a bit of assistance. I very HIGHLY recommend you come get some Meridian. It's not just something to mask the pain or give you a hot sensation. You might not even feel it "working" but trust me, this stuff works!
EDIT: YIKES! I just looked back and saw you're located in Grand Junction! Uh.... want to arrange something and I can mail you a bottle?
Rubbing it in, well, sucks. I am not masochistic in any way! But it is a lot more affective. The tiger balm patches are from what I can feel, better in my opinion. I haven't tried any of the other stuff. It doesn't take much to get the "deep tissue" massage feel when trying to rub my ankle at this point. Thanks for the offer on the Meridian, I will keep thinking about it but for now, just keep using the tiger balm.
Yeah on an injury it doesn't usually take much for it to hurt, even when barely applying pressure to the area. It'll take more than that to get a good deep effect from the Tiger Balm. If you can't do it on your own, you will need someone to do it for you, and give it a good, deep & slow massage, regardless of how loud you scream or how many death threats you deliver. An injury/bruise is dead or stagnant blood in the area. It will pool there (deep black & blue color). You have to get it moving, spread it out. It's not pleasant by any means. Rub deep, in a direction away from your heart. On your ankle, you need to rub down and toward your toes. Spread it out as much as possible. You might feel some slight crunching if you rub deep enough. That's actually what you're looking for. It hurts like HELL, I won't pretend that it doesn't. Elevate it and give a couple hours for the Tiger Balm's properties to wear out. Wash well with warm soap and water and then repeat 2-3 times a day. The bruise will get much bigger, but that means it's being spread out and therefore more effective for your body to deliver a more constant supply of healing nutrients to it. If done right, the bruising will be a purple color and will heal MUCH faster.
Tiger Balm is best for strained/pulled muscles usually. The warming effect does help get your blood flowing to the area though. You can ice it to reduce/slow the swelling, then give it some time to warm to room temp and then do the deep massage treatment. Alternate between ice and heat, but ice is really only most effective in the first 24 hours of the injury.
A little alcohol in your system isn't a bad thing, thins the blood a bit and it'll flow a little faster. Just be smart, don't overdo it. Pain killers are ok too, but don't mix the two, obviously.
(Disclaimer: This is in total opposition to Western medicine idea of "give em drugs to mask the symptoms and just apply ice to numb it" but do you want to heal your foot or not?)
