No, CBI calls the cops directly. This type of thing happened pretty regularly when I was a street cop. At least once or twice a week. Some of the warrants were the everyday Failure To Appear for traffic related stuff, some were more serious. I never had a dog-at-large or fishing-without-a-license warrant come up on these.
