No it was too blurry to read for me, but look at his eyes. He's a few rounds short of a full en-bloc.
He's clearly ill. I personally wouldn't give him a pass for what he's done... But I would definitely issue him a new uniform. One made of pajamas that comes with some pills in a little cup.
This guy is sad. Probably dangerous but still very sad.

It seems to "funny" to be real. This dude and his uniform has to be a hoax, but the face book makes it seem real.
