Police trade ins often don't have high round counts. Many officers shoot their duty weapons for requals and nothing else. 200 rounds per year for 10 or 15 years does not make a high total round count. Carrying the hog leg on a duty belt, getting into and out of vehicles, standing in the rain, and generally neglecting the thing is what takes it's toll on police guns.
