I read that to mean they were using the breaker as a switch. But if it was tripping twice a day, then it needed attention. More than likely the breaker is sized to the FLA. If that's the case then it's probably tripping due to the inrush current of the motor starting. If it has thermal protection then the breaker can be sized up to 250% of FLA if it's a standard breaker type. (thermal magnetic circuit breaker). 175% if it has time delay fuses.
