I was wondering if it was connected to the dryer vent.
I'm just guessing here, but:
If so, they are like trying to utilize the dryer exhaust for a supplemental basement heat source, and are using the K-N style intake filter to mitigate humidity/moisture. There are better systems out there.
Another possibility is a work-around to outside venting issues, possibly requiring a booster fan, that they didn't want to deal with/spend $$ on.
Hard to say without going on-site.

I'm more perplexed by the weird angles - light switch to that board, etc.
Maybe it's just a weird perspective from the camera angle.
Maybe it's on a vent pipe going up to the roof that something was disconnected from, and they had bugs coming in through it? Hell, I don't know.....
Smart thing ([LOL]) would be for them to have a home inspector or HVAC person come in an investigate.
