I personally like this idea but it is problematic due to it's bloody history, It wasn't that long ago that domestic terrorists dominated parts of the US, even held lots of jobs in government and law enforcement. The life of 'Pitchfork' Ben Tillman makes interesting reading. It is a shame that a bunch of sheetheads made it impossible to have a rational way of qualifying voters.
Phone giveaways go back a long time. AT&T became a monopoly in 1907. The gov saw it as a good thing that the country was wired. The idea was that business subsidized homes and urban subsidized rural. That's also where the idea of absolute reliability came in. I got into the telecom area as AT&T was being broken up and it was a strange world where failure was inexcusable.
