I don't know what that is, but I was trying to type something into the youtube search window and I accidentally typed a /, and that symbol came up on it.
I clicked on it and this was one of the videos. It's some old movie, not as bad as the screenshot looks.
Looks like it's from a 1965 movie called The Bloody Pit of Horror.
