Based on his neighbors lack of spine, he'd call local hazmat or EPA.

I wouldn't, but I also don't get annoyed at much. I pretty much dislike everyone and live my life annoyed so it is a way of life. I also don't want to get involved with any "Imperial Entanglements" by getting the government involved.
You are right though, many people would rather call the authorities and have them handle it instead of acting like a man.
The spouse and i have no issue knocking on someone's door, if their precious pet is barking past midnight. Especially if there was already contact between us during daylight. It's a dog, take care of or give it to someone who will.
Freeze warnings and you have a dog tied up without shelter, damn straight i'm knocking on their door.
I hear ya. Not everyone is as reasonable as you or many people on here though.
Dogs don't have thumbs so they cannot get themselves out of weather or things that they are not meant to be in. All they can do is bark and hope someone hears them. I get it. I would deduce from all this that 90% of issues with dogs is the owner and not the dog, they do what they do and are meant to do.
A simple note left in the mailbox or on the door would suffice fine.
ive received a note on my door asking if I can keep my dogs from barking. We usually left them out free roam of the house during the day, they liked to go outside and bark at neighbors or other dogs.
now they reside in their kennels while we are gone and are very content in there, they sleep in them at night with the doors open.
ive also left a note for a neighbor that doesn't mow the jungle of a yard mixed with the weeds over 3' tall growing through the rocks because a terrible eye sore on a corner lot, not to mention they didn't clean up all the fireworks they lit on the 4th and left it all over the street. So I left them a note asking to take care of it, they are renters I believe and almost never home, usually get home very late at night. That weekend the yard had a full makeover and the trash picked up. No HOA involvement, no threats and no problems. Now if we could only get rid of the HOA that would be great.
I'm not going to lie, I'd let the cops handle it if it went that far but I never said I wouldn't.
If the guy doesn't know having the dogs bark after 2200 or before 0600 is annoying, he hasn't got enough between the ears for me to want to bother with.
A uniform who DOESN'T live next door is more likely to get things quieted down peaceably than the neighbor he thinks is an @$$hole anyway.
I would PREFER to engage him on the subject of guns first and then introduce the subject of his dogs into the conversation subtly, "by the way Fred, your dogs at 11 PM are kind of like someone firing that double-tube semi-auto 12 gauge. Any chance of getting them a suppressor?"

Had to go to the new neighbor @ 2AM a few years ago. She thought that because it was summer that it was ok to leave the dogs out at night....... Poor things had no clue and were scared. After one vanished she took the hint. Barking little dogs attract predators in the night.
We have a neighbor that drives a diesel monster truck, with the 8" phallic exhaust stacks sticking up out of the bed. That fucking asshole has a remote starter on it, and the dick starts it every morning and lets it idle for at least 30 minutes before he leaves. Winter, summer, doesn't matter. The rest of us get to hear it thundering and stinking up the neighborhood every morning. He's just an arrogant asshole that constantly tries to show he's awesome. Thank God he doesn't have dogs too.
