I think diplomacy is your best bet to solve your issues with the neighbor but, if they don’t respect your request then you need to strategize your next move. Research your neighbor as much as you can legally and decide if you want to scare him and expose him to the public or take legal action. If he’s hiding something and you find some dirt on him you’ll be able to use it to your advantage. Most pot smokers are paranoid especially if they’re not legally carrying a MMC. Shame is another factor that might help remedy the situation. Think of what to say to him that will make an impact on his morels if he has any. Put the ball in his court and let him know it would be in his best interests to compromise and reach a solution to the issues brought forth. The HOA has a lot of power to enforce the rules also if it gets ugly their attorney will get involved. All this attention will scare off all his friends and illegal dealers and probably get the results you’re looking for. Keep in mind never to sugar coat your words.
