Keep in mind, in TX as well as CO, loose dogs are considered wild / predators. You did what you felt was right. I would have tried to call them in and taken them to the shelter.
Although there was one time i tried for a stray and the damn thing lunged at me.

I think he just didn't want to deal with them, and thought that he'd get some eager soldier to shoot them without thought.
