I have a similar issue with a 20 year old sprinkler drain valve. Yeah, that's the flapper. Surprisingly Home Depot had the replacement. $8 to fix a problem that has probably wasted more than that in water over the last month or two it was going on.

This flapper could easily be that old, or older. I've never seen something degrade like this before. This was actually sticky and pieces of it stuck to the bag I kept it in.
