Three repeated notes on an existing problem that techs looked at with no resolve. You have a problem with getting shit fixed when it's first reported, and a team that seemingly doesn't give a shit about their job or the people that are counting on quality vehicles or equipment functioning properly.

I do not envy the situation that you are in, as the leader.

What the hell do you do anyways? If you want someone who will get the job done, hire me. What's the pay?
