If you are simply looking for a way to access .com based internet sites from foreign countries there are VPN subscriptions available to do this. Same principle as it turns your IP address into something recognizable by the US site and you are allowed to view the material. This was how I got around the issue in China... Worked great for Netflix in all countries that don't allow it yet. Purevpn was the site I used.
It is cheaper to go to a McDonalds or public library for basic anonymous surfing. Look around and make certain there aren't any cameras in view of where you are sitting. And most things that you would like to be anonymous should be done on a virtual machine or on a machine running a live CD. Don't forget to scrub your drive periodically. My prefered cheap tool for scrubbing is DBAN.
Basic caveat here...Don't be a criminal, but that should go without being stated.

There is firmware available for most mid to high end routers that can route all traffic over Tor. This is probably the route I will go.
