Yikes, sounds crazy.
Sounds like the guy definitely lost his last screw. Too bad the guy following him with a phone didn't have a weapon on him.
Probably lucky he wasn't. Sounds like the police showed up fast, and with multiple gunshot victims, I wouldn't want to be holding a gun when the police arrived.
