what does "at-risk adult" mean?

If "at risk" means you can't protect yourself from police, then that is everyone. ;)
I could ask my wife who works in that field but I think 'at risk' means out of it, not really understanding much of anything about what's going on. It's always a big deal when its a female victim and some guy gets in her pants. She really doesn't have it together enough to know what 'yes' or 'no' means.
If the cop goes to jail, he'll be in isolation from the hard core prisoners. If there is any truth in this, he shouldn't be a cop. A competent LEO needs some intelligence and good judgement.

26-3.1-101 - Definitions.
As used in this article, unless the context otherwise requires:
(1) "At-risk adult" means an individual eighteen years of age or older who is susceptible to mistreatment as such term is defined in subsection (4) of this section or self-neglect as such term is defined in subsection (7) of this section because the individual is unable to perform or obtain services necessary for the individual's health, safety, or welfare or lacks sufficient understanding or capacity to make or communicate responsible decisions concerning the individual's person or affairs.
In this instance I believe that it is referring to the mans age as being 'at-risk', seeing as he is 60, and that's apparently the point in life at which you need assistance... I have never agreed with it, but it puts old people whether they can care for themselves or not as a protected class.
It does refer to people that are incapable of caring for themselves w/o assistance at any age over 18 as well...
Essentially, it just makes the charges more severe and sound more malicious. It doesn't matter if you knew they were classified as 'at-risk' or not. Sort of like a hate-crime, only w/no prejudice due to color/sexual orientation.. simply they are older, or need assistance in life.
'Assault on an 'at-risk' adult' sounds like a stronger charge than plain old 'assault'..
