It does refer to people that are incapable of caring for themselves w/o assistance at any age over 18 as well...
Essentially, it just makes the charges more severe and sound more malicious. It doesn't matter if you knew they were classified as 'at-risk' or not. Sort of like a hate-crime, only w/no prejudice due to color/sexual orientation.. simply they are older, or need assistance in life.
'Assault on an 'at-risk' adult' sounds like a stronger charge than plain old 'assault'..
