Steven Moffat is a good writer, but he doesn't have the same dedication to structure, order and continuity that Davies had ... and for a show about time travel you really have to be careful not to let things get too messy. This last season with Matt Smith as The Doctor and with Moffat as Executive Producer and Davies gone has gone pretty messy.
Moffat wrote what I think is hands down the best Dr Who episode (and probably the best single episode of TV Sci Fi ever)
Blink, but Davies was still at the helm then and kept Moffat on track.
After this episode, we'll see what direction the show goes in now ... I think it'll be nice to see them cool off a bit and stop having every other episode be "The Doctor Saves All of Space-Time" and this new quest (not saying what it is for the sake of not dropping a spoiler) might just help keep them focused. Also the Christmas Episode will be Matt Smith's last episode so we'll be done with the ADHD dork as Dr.
