Another weird traffic stop story

I was driving westbound on Arapahoe Rd from Peoria, well within the legal limit. See the lights come on about when I get up to Dayton and pull in to the Home Depot parking lot. Get my license, registration and proof of insurance ready. Deputy walks up, very friendly and I ask her why she pulled me over. She said she randomly ran my plate and said it came back to another vehicle.

Now the plates I have on my current truck were on the one I traded in........almost 2 years later and the registration sheet shows these plates on the current truck! The deputy came back said all is good but that I might want to go to the dmv and make sure my plate is squared away, we wish each other "have a nice day". Off I go to the nearby dmv also off Arapahoe, talk to a very nice lady who pulls my registration info and says there's no way the system shows my plate still registered to the old truck.

Hmmm. She stated she randomly runs plates on her computer while cruising-can anyone say "distracted driving" haha but that's a whole other discussion-and I popped up on her radar.

DMV printed out a sheet of my registrations showing that the current plate is properly registered to my current truck, I keep it with my registration in case this ever happens again. Thoughts.

How'd the deputy look? 1-10?

Are you a "other then white"?

Haha, I'm just a middle aged white guy driving a plain 2003 Tahoe (at the time I had a service star sticker in the window as my son was deployed). Well let's just say I don't see her getting in many successful foot chases LOL. She also correctly identified the prior truck I had, pretty weird.

Maybe we should start issuing kits like this to all officers/deputies on patrol?

Well then, that surely wasn't the reason. LOL!

I am pretty sure cops are not allowed to run plates without a reason.
I think there might even have to be a reason put in the computer when run.
This issue came up in a rather large legal war I had with a cop neighbor years ago, and I suspected him of running our plates, so my info should be accurate since it was used in court.

not correct. SOP, it's done all the time. Done for personal reasons may be another story.

This patrol unit didn't have the plate scanner cameras on it (quite familiar with what they look like). She said it was her standard policy to run plates while on routine patrol.

Perhaps if I didn't have my glasses on she might have looked like a young Suzanne Sommers................nah!![LOL]

Fact of the matter is. The officer can pull you over if they want, they don't have to have a reason. They have to have a "reason", but the way the laws are you can be hemmed up for one at any time anyways.

Then the officer goes before a judge and say "I saw <NOUN>doing <VERB>, so I stopped him/her to investigate." and you can say, "I was not doing said <VERB> and I was stopped for no reason." Guess who the Judge will side with? Case dismissed.

Well this was a "no harm, no foul" kind of thing. I just found it really weird that she had the info on my old truck even though the plates also showed on the newer one. Also the DMV, the office off Arapahoe Rd, stated there's no way the old truck info should've been connected to my plates. Hmm, strange things afoot.

My guess is she put the wrong year in the field for the registration when she ran your tag. If she put in 2012 or 2011 rather than 2014 or 2015, she would have gotten a return on the older vehicle.

The MDT access to CCIC is for "Official Use Only." She doesn't need reasonable suspicion to run a tag, but she can't run a tag out of personal curiosity or to get the address for a dapper gentleman who happened to drive by in ten year old Tahoe. Some departments discourage routine running "rollin' stolen" tag checks, while other departments encourage the practice. The practice is not illegal and not against the access agreement for CCIC.

15 years ago on a very rural road I got pulled over. Reason stated was I turned my brights on too soon as I was passing on coming sheriff. He stated he smelled alcohol I admitted I had a hard lemonaide. Had me do the watch the pen eye movement test. I passed and we went on our way. This was 2am.

Same 15 years ago. Early afternoon stopped for speeding. I deserved it. But when sheriff came to my truck window my rottweiler jumped up and startled the deputy. I got the citation and we moved on . My dog did not get shot nor did I and I didn't get choked.

You're expecting to government agencies to have a workin and smooth line of communication of a simple matter like correct info in CCIC? I have a bridge in Kansas I'd like to show you.

I would hope the info in there is accurate. Since the info in there can turn a simple traffic stop into a traffic stops with a few nervous cops with fingers on the trigger.

Since when are registration years entered in the search? At any given time there is 1 registration for 1 vehicle and registration strings are only used once.

Based on the SCOTUS decision on Monday, expect this kind of thing to happen more and more and more.

I don't run tags using an MDT, so I am unfamiliar with the screen a user would see. When running a tag either in NLETS or through CCIC, I recall there being a place for the registration year. Most fields auto-populate, so even the state is not necessary to enter because the default in CCIC is Colorado.

I have not been in the system recently. It is not something I do on a regular basis, but more on an as needed basis. I will look for the tag screens when I am next logged in.

Yeah "distracted" driving, who cares? Good for her, doing more than the minimum. The fat girl cop in my area is always texting, or doing here nails.

Seriously I appreciate the insights provided. I do feel that incorrect info can change things very quickly, don't think anything evil was going on just that it was weird and that dmv contradicted what the deputy said- not unheard of but not common either.

So I was checking today and what I saw is what I seemed to remember. CCIC is running an RQ (registration query) via NLETS when you are checking tags. The popup I get when I start auto-populates my ORI and the first destination is always Colorado. These auto-populated fields can be changed in several different ways. The tabs below allow me to run by LIC, VIN, Ttile, or TAB. I almost always run by LIC and that only requires entry of the License # (tag) but it also allows you to fill in the License Year and License Type (which by default is PC for passenger automobile). There are times when the type needs to be changed to motor cycle or truck, etc...

I have not tried it, as I have no need, but I am guessing that if I change the License Year from blank to 2013 or 2010, and if the license has been used on multiple vehicles over the past few years, the system will return the vehicle that was tagged for that year. Obviously this is just a guess on my part, but it would seem to explain why a tag query would return in the manner described by the OP. Again, I would assume that what is displayed on an MDT looks differently than what I am seeing when I log into CCIC.

I am not aware of any police department anywhere that maintains a separate database for vehicle registration information. State systems interface with the DMV for that type of information. In fact most state systems, Colorado is known as CCIC, are a gateway or access point to numerous other state and federal databases.
