I'd claim them at the check in counter. While it's not technically a gun I'd err on the side of caution.
Firearm parts == firearms in many cases.
I got hassled over a BCG a few months ago coming into IAD. Had to orange tag it.
The argument, from the nice cop, was that lots of different people could bring various parts through and then assemble them in the secure area.
Granted that was for carry on.
I'd declare them at the baggage counter just to be safe. Doesn't take long and it's worth it to avoid the ass pain of dealing with a dumbshit who doesn't know their own policies.
Just box them up and ship them. No body cavity searches if the parts are discover in your checked baggage, no hassles. Problem solved.
When I fly commercial when TDY I normally throw my xds in its case unloaded and lock it, that goes into the luggage. Ammo has to be seperate. If you don't have a case that you can lock, I'd call the airline and see what their policy is to traveling with an upper.
The problem is if it even looks like part of a gun they have issues unless you just declare it and ship it as a firearm (extra $25). I understand that you may say "But it is just an upper and not a gun" So I walk up behind you and say "but it is just an upper" although this time it is a FAL upper and not an AR. The bimbo behind the counter has no clue that one is controlled and the other is not. I second the Shipping suggestion, lot less hassle. Guns are easy to take on flights.

- Comply with regulations on carrying firearms where you are traveling from and to, as laws vary by local, state and international governments.
- Declare all firearms, ammunition and parts to the airline during the check-in process. Ask about limitations or fees that may apply.
- Firearms must be unloaded and locked in a hard-sided container and transported as checked baggage only. Firearm parts, including firearms frames and receivers, must also be placed in checked baggage and are prohibited in carry-on baggage.
- Replica firearms may be transported in checked baggage only.
- Rifle scopes are permitted in carry-on and checked bags.
- All firearms, ammunition and firearm parts, including firearm frames, receivers, clips and magazines are prohibited in carry-on baggage.

I'm all about a good time.
I've never had an upper in my luggage but I have traveled with magazines many times without any issue.
I had a friend who purchased an M1 carbine trigger group on a short trip and only had a carry on bag.
The TSA didn't like finding it for the above listed reasons.
However, the Supervisor knew what it was and cleared the part for travel.
HOWEVER, the California airport had its own regulations (County?) about transporting firearms and firearms components BEFORE you reach AP/TSA security check point!
The locals cited him and he had to return to California to appear in court at a later date.
Travel and attorney fees made that one M1 carbine trigger group a VERY EXPENSIVE purchase!
The fines were only a few hundred dollars, but he HAD to appear to get this handled.
So, lesson learned, call the airport security BEFORE traveling as it isn't just Federal regs you are dealing with.

If it's just parts or pieces it's just easier to ship them.
I do it frequently both ways. Fly to Texas, buy some parts, ship them home, and fly back. Had relatives visiting me from out of state who bought some goodies from Bowers and we shipped them back to their house then they flew back.

wouldn't even attempt to fly with any firearm related products in or out of Kalifornia...
