Some counties have free hazmat disposal for household use and most items...El Paso is one of those, they may accept stuff from Teller residents as the two counties are quite connected in many services.

I had a boat with 12 year old fuel and called all the marine service folks in town.
No one would empty the tank and dispose of the fuel.
I ended up pouring a lot of STA-BIL into the tank and running around the lake until it was down to about 10% of the tank.
Smoke, uh-huh! Probably not too good for the 2-stroke engine.

I just pour stale fuel into the oil drain barrels here at the shop. No issues with the oil recycler, as long as there is no chlorinated hydrocarbons.
Tim, which local parts store took it (oil) and was there a charge involved?
Was down to about 60 gals in a 120 gal tank, so I put in another 40 gals, lots of STA-BIL, and ran it out.
Fresh gas after leaving about 12-15 gals in the tank, up to about 100 gals, and the engine ran fine.
Lucked out there, but would have preferred draining the old gas and starting over.
They take oil and transmission fluid for free
