I've been handcuffed by law enforcement several times. But never arrested.

A few low-point traffic tickets over the ~500K+ miles driven since getting my license at 16 are my only contacts with the "pointy end" of law enforcement.
I have been "contacted" a few times, like while walking the dog at night or shooting in the NF, but nothing other than generally polite discussion has occurred.
One. Charged in another but never cuffed or hauled away. Maybe that counts.
Zero convictions.
Does being caned in the street count as an arrest?

Maybe supervisor, Sargent or Lt should not just quickly make conclusion to arrest people without evidences. (Approval of an arrest)
Making arrest based on HUNCH should be another bill which govt should pass.
Maybe those should get arrested and handcuffed for civil rights violations?

There's the second part of that question regarding being arrested. Were you charged, was the charge[s] dropped and or found not guilty?
There's arrested as in you're going to pay $$ for an attorney. Then there's arrested as in, cool your ass down till we decide to let you go.
Ohio frowns on on going over the speed limit by 5-10 mph. Over 35 they get very annoyed, that was back in the late 70's
The .mil doesn't like when there's an altercation,. However when no witness come forward, just a he said, he said it goes no where.
No arrests or ever handcuffed, 2 tickets @ 17 or 18yo for probably 12-20 mph over on HWY, somewhere in there, thanks to CSP fixed-wing air... hard to watch for those. Then nothing for a long, long span of time until I got a ticket for 3mph in Fremont County about 5 years ago [Roll1].
Lots and lots of professional LEO contact in between though (And I've also served difficult processes on LEO before, which has also gone professionally). My wife used to get slightly pissed off that I could walk away without a ticket from pretty much any traffic stop. Detailed knowledge has helped avoid ones I'm certain would have been expensive, such as an instance when I got paced (but not w/ radar) by an officer on my motorcycle. E.g. When he asked "Do you know how fast I paced you at?" (20-25+mph over) I said "About the speed limit, I suppose", and so on and so forth as he tried to press for an admission. My side cases did have constitutional text on them too, but while I'd never admit to speeding, at no point have I ever been an ass to them on any stop and I've always been friendly.
Only so much as one allegation of a criminal offense from anyone that I'm aware of, which was fictitiously made the day after the RP got served [Roll1], she called 911 to report that someone was impersonating an officer maybe "6 months ago" at her house while she was gone, she didn't see it, and "it could've been that guy". Obvious pathological bullshit. The officer called her own witnesses/neighbors who described her as batshit crazy, denied it all, and then the officer called me. Why the officer even bothered to call me is beyond me, and in that single instance, I was a bit of a dick on the phone.

In handcuffs once. I was working the night shift and felt like stretching my legs and taking in some cool night air after work one night. Neither the local policeman who picked me up nor my mom thought that was very good judgement. It seemed perfectly innocent at the time. I've had two traffic tickets since then. One was my fault, the other was for not having Wyoming registration while traveling through for work. Turns out that if you're in Wyoming for more than two nights, you need to get a temporary registration. I figured that was the company's fault and put the $75.00 fine on my expense account.
I've had much more contact with law enforcement in other circumstances, usually friendly, especially at the range. Occasionally I have been interviewed and I have called 911 for people who needed help.
As an adult, zero times. As a juvenile, records expunged.
Accused of hit and run. No arrest in it. No actual face to face with an officer. Did spend a while on the phone with a detective.
Was out with friends for movies and food. Late food. Got done about midnight. Pulling out of the parking lot ran over a bottle and it sliced open the tire. Called AAA for help. Was nearly 2am before truck shows up. Guy is limping...has some story about police and drugs and another car. So...he starts working on the tire. Decided to use the lift on his tow truck to raise my car and lower it onto the jack.
While working on changing the tire it rolls off the jack. He gets up...looks around...goes back to changing the tire. All done...sign off the paperwork. I am free to go. Head home and go to bed.
About a month later detective tracks down my work number and calls me. AAA Tow driver claimed while he was changing the tire I jumped in the car...ran over him breaking his leg...hit his tow truck...hit 2 other cars in the lot and fled the scene.
I listened to the detective...then started asking questions. What reason would I have to do this as it is paid for by AAA and I would gain nothing by doing it? Have you checked the AAA paperwork as signing it is the last thing you do before being allowed to leave and I can guarantee it has my signature? Were there any other hit and run reports for that area from that night since it was claimed I hit 2 other cars? Why did the driver wait several weeks before filing a report?
I then offered to allow any officers they wanted to send to come and inspect the car for damage...as there was none.
Detective listened and answered my questions then announced he was writing it off as ineptitude of the AAA tow truck driver.
About 6 months later I get a call from a collection agency. His insurance had done an investigation and found me 100% at fault for his injuries and sent it direct to collection. I call the detective...who fortunately I still had his info...and told him what was going on. He responded that no one had requested a copy of the police report and to pay nothing. He himself would show up in court and testify in my favor if needed. I gave the collection agency his info and they called him...then called me back and said they were removing the claim from me.
3 months later same collection agency again calls. Same story. They call the detective. They call me back and stated they just removed my info from their system and that they would not take any more claims from that insurance company as a result.
Never heard another word on this.
Do you remember if he was a sole operator or an employee? I'm guessing an employee/contractor, invented all the bullshit so he wouldn't have to reveal what actually happened and could file workers comp or some other crap. And he probably got all that.

ALthough I have a zero arrest, I had on a handcuff on once.
I got into a fight at 7th grade after school. We had about 20 spectator, because it was a huge fight. Police came and asked us who is fighting. Us 2 got handcuffed and sent to our parents. Police officer said, he will be reporting this incident to school principal and get disciplined by school.
Funnier part is that the guy I was fighting with had his grandma came out and beat the shit out of the kid in front of police. She was saying "Bad boy!" *smack on the back* "Bad boy!" *smack on the head* all the way to the door. :D
Punishment: It was 89 or 90, so my memory isn't as clear, but I think we both had either 1 day suspension or 1day suspension+ 1 day in school suspension.
Never. Only time I was in cuffs was...I want to say third grade, we had a cop come and visit, put the cuffs on me and some other kid to show what it was like (one arm each, so I guess this is "Only time I was in cuff" :P lol)

Zero. Never been cuffed or otherwise detained either.
Got caught drinking underage in the woods a few times back in the day, but SO always left after they had us pour out what they could see. Never any MIP tickets issued. Usually ended in handshakes.
Two minor speeding tickets. One as a minor out of state. One as an adult on a rural road.
Plenty of contact with family and friends who were/are LEOs including their co-workers on and off duty. Spent a good portion of my childhood being bored out of my mind sitting in a coffee shop with LEO's who spent what seemed like hours at a time (but probably wasn't) shooting the shit.
Once at Red Rocks, by a corrupt member of Denver SWAT. I got sucker punched by a Hispanic male who stated to the officer and everyone around that he had done it because I was white and he was otherwise unprovoked. I took the hit, called for a cop, and the responding officer stated that if I wanted to press charges then he was going to miss the concert and so he?d arrest me as well.
I bet the rest of that Earth Wind and Fire concert was awesome.
