Given the graphics on the rear quarter, I'd say it's for recruitment/PR.
Ps I know those windows are tinted beyond legal. [ROFL1]

I was amazed that they ride BMW motorcycles.
State Patrol used to use BMW bikes, didn't they? From what I know, they have a high maintenance cost because of the labor to replace a clutch... At least that's what my brother tells me who's a motorcycle officer (not in CO).

Actually it's normally the final drive on BMW's
Price wise they aren't much if any different than the Harley's but the maintenance costs can be a bit higher pretty much only due to final drives normally.
Performance wise, for PD duty the BMW is twice the bike the Harley's are though. Lighter, just as powerful and better handling all around. If I were a motorcycle officer I'd take the BMW over the Harley ANY day if given the choice.
The sound level would be ungodly if you discharged a fire arm in that van. My "friend" has done that a couple times and regrets it for sure.

I can't get mad if it's the truth... Yeah, BMWs cost a lot to maintain and fix... hence why most PDs use American cars, much cheaper to maintain and fix (even if they don't last nearly as long or perform as well [Coffee])

The purpose of this is to spend free taxpayer money toward something that is an absolute waste of money. All this at the same time they complain they need more money to fund their department.

Seems to me that an ad on Craig's List for recruiting would have saved a lot of tax dollars.
Do PDs ever really have a problem hiring?
I know of some FDs that have had issue with that... like not meeting their EEOC "quota"- Back when AA was a huge deal- and they had to hire the minorities that scored lower on the test... I don't think that's a problem these days, but back when Affirmative Blacktion was a huge thing it wasn't the right man for the job, it was the right color. More of that reverse racism BS spitting in our eye. [Bang]
Some, but more with liability. In LE hiring, when you hire the wrong person (wrong personality, bad attitude, etc...) they cost money in lawsuits. First to settle the screw up that wronged a citizen, second to defend against the termination lawsuit they bring after you fire them. With jury awards in the hundreds of thousands, and attorney fees, most departments have to look at the cost benefit of overtime vs hiring.
Some of these issues are true in every industry. LE doesn't look at productivity the same way as most private industry. It is hard to equate covering calls for service with making sales quotas. Some departments hire outside accounting firms who specialize in trying to boil this type of thing down. They often come up with numbers like 2.34 officers per vehicle hour. [Tooth]
That's my boss's view, and having had to deal with a couple who made it through the filter and should not have, I agree.
I don't remember where I heard it, but it was my understanding that a lot of these PD's lease the BMW's. And that supposedly the terms are good.

Well Carbon Motors, Inc.- the makers of the Carbon E7 Law Enforcement Vehicle- employs a BMW diesel engine. Not sure how many US LE agencies would utilize BMWs when the American counterparts (Interceptor, Caprice, Charger, etc.) are much more cost effective. But I can see LE jumping into the Carbon game because it's a purpose built LE car rather than upgrading a civilian model to accommodate LE vehicle standards.
