How do I dispose of the powder I recovered safely? Just throw it away? mix it with water and dump it?

A score or two of grains of powder from two cartridges is not a significant danger. It is like a couple of millilitres of gasoline. Put it in the trash or if you are worried, scatter it on the lawn.
Put it in a jar. How else are you going to get a pound of WTF?

Forget the fact that if its not evenly distributed as a mix, then its burn rates would be all over the place on each load.
