Actually you do have the right and ability to all of those --- and in all cases it is perfectly legal for a citizen to own. You just have to do the right paperwork.
..and before anyone says it -- yes, citizens CAN have nuclear material. You just have to do the right paperwork and get approved. 42 USC ยง 2073 - Domestic distribution of special nuclear material.
