Showing up to the midnight opening of a superhero movie in tactical gear, carrying what was described as "what appeared to be an M4 and a 9mm" ...how could that possibly go wrong?
I'm not saying that people SHOULD react to that as a threat, but given past history they WILL perceive it as a threat, and chances are high that someone will escalate the situation to real weapons. It's fortunate that nobody did in this case, but sooner or later, it's bound to happen if someone repeats this stunt. One of the possible downsides of "shall issue" is that not everyone that gets a permit has nerves of steel, and it's possible that someone will panic when confronted with this type of scenario, and decide to eliminate the threat before it's proven. This is NOT the same as open carry, or coming across a hunter in the woods.
