I think a few of them slipped through the cracks. There are way more mentally disturbed people there than they listed.

Those that make the law are exempt from the law. It's part of our history and heritage, long before the United States even existed. Make me King and I will stop that practice as soon as I can get around to it. I promise.

As of Nov 19, 2012, I would venture the number of mentally disturbed people in New York State was 3,875,826 with another 35,595 suffering from permanent delusions and inability to reason.
