Be only administered for crimes involving the death of a human being
Be administered by only one form of execution i.e. hanging or lethal injection
Be carried out by ordinary citizens simililarly to how jury duty is run
Be restricted to the States/Territories only for crimes committed - No Federal Death Penalty
Be only used as a sentence when a crime has been committed with more than one victim
