False flag or not, the intent is the same. This guy just wanted to accelerate the fire that’s already burning.
TBH, NZ had already made it a pain to get semi-autos. They supported all kinds of single-shot firearms for hunting and marksmanship training but apparently a pretty rigorous registration process designed to discourage people from wanting semi-autos so there probably aren't a huge number of people affected.
