Sort of... you are correct they're somewhat used for non-lethal interaction, but their primary use is, as defined by DoD use of Dazzler and GLARE systems, "intended to temporarily blind or disorient its target with intense directed radiation," mostly used in ECP and TCP operations. Outside of police roadblocks, I see no pertinent civilian use.
