No need for an EMP. I'm quite sure the gov't would allocate an RF band for these that they could easily jam in the event of civil unrest.

Exactly my thoughts on the matter. Doesn't have a damn thing to do with "keeping guns out of the criminals hands", and EVERYTHING to do with keeping citizens' guns under gov't control. As with all gun legislation...
