While it would be one way to tear down the military, I don't think he's thinking that deeply. I think he quite simply wants to create a new institution of "national service" with status coequal to military service and divert funds from the military as all being part of a "national security" package. This was essentially where Clinton was going with Americorps except that he'd already ransacked the military budget as much as he could (especially with a more vigilant Congress during 1994-2000). Obama won't even get that scheme past Ike Skelton (one of the few defense-minded Democrats left) but he'll move to sideline and effectively retire Skelton much as they did to Byrd last week.
