THIS! No apology needed... if someone gets their feelers hurt because of you calling them a pussy for being a vandal, it just goes to show how absolutely childish they are. I've had things vandalized, stolen, and unintentionally (without regard to negligence) destroyed and each case I've wanted to take the person out back and introduce them to a nice 1/2" lead pipe.Vandalism? There is a difference between practical jokes and vandalism. My general guidelines for practical jokes are that no one gets hurt (physically) and nothing gets permanently damaged.
I'm glad it got resolved. Had it not, I'd have resorted to something other than the vandalism proposed in so many responses -- something like, get a friend with an incredible eyesore of a junkheap to park in front of your neighbor's house until someone complains to the HOA (assuming the junkheap is his because it's in front of his house).
Complain to the HOA. If that does nothing, put little pebbles in the top of his valve stem, glue them in place. This will cause a slow leak. They will check the tires, find nothing, and put them back on. The tire keeps getting low now matter what they do. This is a fun thing to watch.

Go to the next HOA meeting and raise a stink. Also check local parking laws and call the authorities when one is broken. For instance, it is illegal to park within 5 feet of a driveway opening in a lot of areas. A dirtbag neighbor renter once decided to market her car for sale in front of my house, leaving the POS there for days on end. She'd avoid me like the plague, even when I left my car in front of her house to return the favor. I learned marketing a car is illegal on a public street in my town. I called them in, and parking enforcement was there within minutes.
