Read the comments. The person who posted this article took it out of context, the bill actually advocates gun control and registration.
Yeah I read it and it seems confusing. Are they regulating just the militia? just the Nat guard, or DC?
Of course a lawyer or judge could decifer it in their own way as well.
I feel if it was advantageous to us the NRA would have used it by now.........
IF it was advantageous to the Anti Gunners they would have used it by now too...

I have heard of it. I use to hear of it alot more when I was younger. My wife just isn't as frisky anymore.

A congress can bind itself by saying something can't be repealed.
The next congress is free to ignore that under the principle of supremacy. To make something truly unrepealable would require a constitutional amendment.
