A good healthy lawn that is mowed 3" high and is in good healthy soil will be too thick and tall for weeds to grow well. Mother nature is designed to fix her own problems. They actually break up compacted soil and pull nutrients up that are too deep for more shallow plants to reach (this only works if they are allowed to decompose back into the soil). If you don't want to go with the fake lawn you need to look at what weeds you are getting and the type of weed will tell you what soil issues you need to address.
I tilled my lawn under a few years back, planted some special mix of seed from The Tree Farm in Longmont (their own mix), grass grows great, drought tolerant, very few dandelions. http://www.thetreefarm.com/ Give them a ring to find out what it is they have, it doesn't seem to be listed on their website. I've already mowed twice, the stuff just grows and grows.
