That bold word above is the key and is the basis of legal wrangling. Sure it doesn't HAVE to be added but it CAN and that is the key. Just like a 33rd Glock mag doesn't HAVE to be loaded to 33rds but it can. Just because you have 15rds or less in it doesn't suddenly make it legal. Considering how easily the KSG can be switched between tubes versus how long it takes to stuff shells back into a single tube to equal the same round count (since reload time to subdue the assailant appears to be all these idiots are concerned with) I have a feeling this will not make the cut.
