The attorneys I have spoken with believe it will be interpreted as 28" of shells "TOTAL" in fixed tubular magazines for shotguns. Mag fed shotguns don't get the 28", only 8 rounds in the magazine. But, since the actual language for the box magazines is "combined with a fixed magazine" that is going to have to be interpreted since it makes no sense and in most shotguns means no restriction on capacity for box fed shotguns. We know that was not their intent, but yes they are that stupid.
