    On Wednesday night, the Republican-controlled U.S. House of Representatives voted to bar the Department of Homeland Security (DHS) from purchasing anymore ammunition until DHS Secretary Janet Napolitano explains to Congress why her agency has recently acquired a stockpile in excess of 1.6 billion rounds.

    Isn't this ultimately meaningless unless the Senate passes it too, and obama signs it? Or am I missing something?
