I am trying to advertise a vehicle I'm selling in a couple other cities other than the Denver metro area. Craigslist won't let me do it. I am trying to target a specific audience.

When I search Craigslist ads, they show my area first, then they show COS and then the metro area and the list goes down the further away you are. So say I am in Pueblo searching a local ad for a specific vehicle, I will see Pueblo based ads, then there is a gap in the page that shows the Colorado Springs ads next, then a gap and then the Denver area. Maybe this is to keep folks from abusing the free service? I'm sure there is an expert on here that knows a hack tho'...
I tried to advertise in a couple of cities in nearby states and the ads were immediately removed from Craigslist. I wasn't sure how many cities will see an ad I post in Denver.

Do what we do. Use multiple e-m accounts.

you have to slightly change the wording in the ad, so it's not exactly the same thing, sometimes I even use different pictures. Seems to work, occasionally they still get bounced. Don't just copy and paste another one though.
