Correct. You did ask? regarding an ar lower. UNLESS the lower receiver in any form was sold as a Rifle, or pistol it is not considered a "complete gun" Board member X buys 10 stripped lowers and sells them as either a Complete lower and or rifle, according to the ATF Member X has manufactured a firearm. 1 perhaps 2 he'd skate on, 10 of them "may i talk to my attorney please" should be the next words spoken.
