We should start calling as soon as it gets some traction. Right now its just a bill that isn't going anywhere.
But if it passes at the Federal level the states have to follow it or the Feds can withhold highway money until they do.

things like this are proposed all the time, until it starts attracting attention/co-sponsors, I'm not worried. It wouldn't stand up in the courts anyway.
