I'm sure it will come back some, but never to the levels before the new laws (unless they get overturned somewhere along the way). After $10 for a BGC and then the fees of the FFL, a used firearm will need to be a very good deal or a lot of people will just purchase new.
Maybe so, but I know I don't want to be the one to find out if they will be enforced or not. What will happen when someone legally uses a firearm in self-defense and it's found out that the firearm was originally purchased after the new laws went into effect by someone else and the person using it never had it "legally" transferred. Sounds like a wet dream for the anti-gun crowd.
