The SP5SD won't be available to non-SOTs, even if they let them import it. Imported NFA items have been restricted to SOT dealers since 1968.
It looks like they're planning to bring in the SP5k as a pistol, like they did the old SP89, so at least it would be available as a regular handgun.

Yes, you can take something originally manufactured as a pistol, and add barrel and stock to make it a rifle. You cannot take something that was originally manufactured as a rifle and make it a pistol. Even if the result is something that could have been originally legally manufactured as a pistol.
