Tracking messages

Down in the Private Message section, there is one section with three certain options for the PM's. There is a Send new message, Track message and Edit folders. Exactly what does the Tracking option provide. On some web sites, this Tracking will show the date and time the recipient received the message that we had sent. All I get when choosing Tracking on this site, is a message that I am not authorized to utilize that function. So,,,,,,are the regular users ever able to get anything out of that option??? Now, how about just a simple answer without any wise ass cracks about I'm too damn old to use that function anyhow.
