It didn't bond to your concrete if it has a hollow sound. Your overlay is cracked up from not bonding to the concrete. I guarantee that your concrete under is just fine.
If its a "real" landscape contractor and not just some illegal with a truck you sue for all the money you paid out. Plus add the cost of the new contractor to remove or prep that garbage. Also I don't know of a landscaper who would do an overlay like that. I'm sure he sold the job to you then sub contracted to someone else who he "HOPED" knew what he was doing. That's his problem.
If you wanted to overlay that in brick pavers or flagstone I could help you out.
Will work for guns and ammo even money if need be.
Oh and the white is probably (epervesense) spelling.............It's salt. It can happen with brick as well. Moisture brings it to the surface. It can be scrubbed away but until it's all gone it will reappear.
