Storms/hurricanes/typhoons/earthquakes have a really interesting way of exaggerating personalities. The good get better and the bad seem to get far worse. I noticed this in Florida during the many '04 hurricanes and now in Boulder. When all is sunny and going along as normal, people tend to somewhat blend into the landscape a bit as we all go about our daily lives. Turn the situation on its side and the helpful people in the neighborhood are there through thick/thin. Conversely, the people who aren't really much of an asset to the community can really take just about any excuse to morph into truly despicable creatures.
