Default Free speech by appointment only?

Sorry if this is a re-post, I searched but didn't find anything.

Robert Van Tuinen, a student at Modesto Junior College in California, had a theory. He believed that the policies at his college limiting protests and expression were so restrictive that the college would try to shut him down even if he tried to hand out copies of the United States Constitution on September 17--Constitution Day.
    Sadly, he was correct.

I carried a copy of Mao's little red book when I was in college. Didn't everybody?

Talking to campus security is a waste of time. Just keep walking, talking and handing out whatever you want to hand out. Make the security guy into the aggressor by not interacting with him. What penalty will the college assess against registered students for handing out flyers without filling out the "required" permission slip? I sort of doubt that there is a criminal infraction there to warrant a warrantless arrest. Kind of the best they could come up with would be Disorderly Conduct, which would not stand up in most courts.

At the college I went to all of the 'security' was actually deputized sheriffs in the state of Mass. They were happy to arrest your ass faster than you could say "My attorney has advised me not to give a statement"
