    Why? The last private sale I attempted both of the buyers failed the BGC.... If I had a CCW requirement I don't have to worry about BGC fails because a CCW carrier is constantly being BGC'd.

    To bypass the retal BGC at a gun dealer yes, but they could always use the CCW as a way to bypass the private sales BGC since that's a stupid State law.

    For the definitive answer, you'd have to ask ATF. Probably there's a central clearinghouse in MT that coordinates the county permits at a state level.
